If the ATS calls for a start and the engine turns over slowly, batteries are usually the cause. In audits, I find battery terminals that look clean but are not torqued to spec. Loose connections create resistance. Under the high current draw of a starter, that resistance drops voltage, and the controller may fail to crank the engine.
